Hi,

Its based on the prevailing BSD rate on the market value of property. Transferring as a gift comes with its downsides in the sense that future buyers may avoid buying the property in the next 5 years as it is potentially possible for the Official Assignor to claw back the property and void the property transaction in the event of any bankruptcy proceedings.
