This is a question of my friend. My friend is SPR and his husband is SC. They sold their first HDB flat in 2010. Then they live in their parent place. Recently, they got Q no. for HDB BTO selection flat. May I know how much ABSD they have to pay? Can they loan from HDB? Levy payment must be in cash?

If your friend's unit was a direct purchase from HDB, or have utilized housing grant, this selection would be considered as second timer unit. Hence they would be required to pay cash levy if they do get the unit of their choice.

As for HDB loan, it would depend on their income status and if they have utilized their first HDB loan. If they are buying under Public Scheme and combined income of more than $10k, your friend is not eligible for HDB loan. If they have used HDB loan and are earning less than $10k, they are eligible to use their 2nd HDB loan but they must prepare 50% of their cash profit on the sales of their previous unit.
