Hi Antonino,
If property prices now is the same as about 20 years ago, there would be no need for the government to maintain the various cooling measures introduced. It would be a massive issue for homeowners who made the purchases 5 years or so back since the cooling measures would have resulted them to be holding onto negative assets.
