Hi,

1) I do hope that your meaning of normalizing is not hoping the price to drop.
2) The price will be stabilized after a while but that could mean that it will move up further and will fluctuate within a range. This "a while" could mean a few years as long as it does not exceed our GDP growth.
3) Otherwise if the property price exceeds the growth of the Singapore economy, the govt will implement more cooling measure to ensure it stabilizes.
4) Usually once the cooling measure is implemented there will be more restrictions for the buyer.
5) For example, now you can loan up to 75% LTV, once the cooling measure is implemented, you can only loan up to 70%. You will have to fork out more for the down payment.

The property price index may not be a true reflection of the market as not all segments are increasing at the same pace. Rather than paying rental to the landlord, it is always better to own a property early because properties in Singapore generally move up in the long run.

Of course not! I have seen people trying to "time the market" and end up renting "forever". Imagine the amount paid in rental over the years! They can probably use that money as the downpayment of their purchase and still have excess!
