My husband and me bought a new property in Apr 2018 and the TOP is Dec 2023. We paid ABSD because it is our 2nd property (we owned a 5 room HDB flat). I understand that if we sell of the HDB within 6 months after TOP, we will be able to get back the ABSD. If we sell the HDB before the TOP e.g. maybe 2021, can I get back the ABSD?

Dear Mdm,

If you sell off the HDB flat before the TOP, you will also be able to get back the ABSD. People usually plan the sale nearer to the TOP date because they want to transit to the new condo without a need for an interim housing solution. However, planning the sale to be too close to TOP has its risks as well because the 6 months period is not extendable and you will run the risks of losing out on the ABSD completely.

Hi Mdm,

If you sell off your HDB 5 Room before your condo gets the TOP, you will be able to get a refund for your ABSD that you have paid. One condition is your condo must also be under both your names and not just one name.

Although you mentioned that you condo will achieve its TOP in 2023, not is also not a bad time to sell the HDB if you have already fulfilled your MOP for your HDB. My partner who is also my wife, have transacted many HDBs and recently we have realised that there is a trend of something happening. What I can suggest is that maybe you can give me a call and I can have a chat with you over the phone and i can explain this trend to you. No worries to the call as there are no obligations at all. We can just take it as a chat. My apologies that sometimes it is quite sensitive to post our observations over public media like this hence I would prefer to talk over the phone or even meet face to face.

Hi Mdm,

Yes, you will be able to get the ABSD refund, as long as you sell off the HDB flat not later than 6 months upon the TOP of the condo. Anytime before that, you will qualify for the refund.

However, if you do not currently have a place to stay, selling the flat now would mean that you will have to rent another place for the next 2-3 years while waiting for the condo to TOP. The ABSD refund you get back would probably be used to pay the rental for your next 2-3 years stay.
