Even after the owner has fulfilled the Minimum Occupation Period (MOP), they are not allowed to lock one room and sublet the remaining rooms while staying elsewhere.

Doing so is a serious infringement of HDB's rules and regulations which may see HDB imposing a fine or even confiscating your flat.

However, they can sublet your spare rooms without prior approval from HDB but you must continue staying in the flat together with the subtenants during the period of subletting.
