If you are SC and have fulfilled the MOP for the hdb, yes you can purchase 2nd property. Do note that the barriers will be quite high as there is 7% ABSD payable, and your max loan will only be 50%. The cpf you can utilized for 2nd property will also be restricted to a certain extent.
As for your brother, he needs to wait out a 30 month period after selling private property before he can apply for BTO (assuming he qualifies).
