If you intend to avoid paying ABSD, I am afraid you will have to wait to obtain your citizenship before you purchase a resale flat.

Morning Angie,

If you purchase resale HDB unit, you are not liable for ABSD payment. However, you will have to wait for your application status before you can opt to ink the OTP.
