Rather than trying to time the market, I'd suggest that you prioritize the purchase based on your needs, affordability etc.

For a start, make a call to one of us for a discussion to identify the property that you like and how much it cost. Get a feel of what it takes to finance a property and the eligible loan amount based on your income etc.

I'm quite sure you will have a better idea to buy now or later after that.

I would say there always be a good deal out there for you to find. And D21 at upper bukit timah or Balestier Area, there are still some private apartment that are priced to sell and good deal :) You just need to open your eyes and ask for professional advice.
