I am in the process of purchasing a completed condo. The seller has not been cooperative and did not respond to request for valuation visit by a bank appointed valuer. My agent has arranged through his co-broking counterpart a sat 3 pm visit where he will take photos for the valuers to use in the valuation report and tried to get me to agree with this arrangement. Is it recommended to have a valuation without the valuer actually visiting the unit but just using pictures taken by an agent? Will it land me in legal troubles in the future?

No worries, as long as the valuer ok with the photo with respects that the valuer are competent as per HDB recommended valuer list. You will never get into legal issues due to valuer incompetence or any cases.
