Yes renovation could be partially factored into the valuation, but there are also normal wear & tear factors of renovation which means it can't always significantly impact the valuation.

Valuation is using the basis of direct comparison method taking into consideration important factors such as size, the facing, floor level as well as the surrounding similar transacted prices. The renovation also plays a part but not a significant one as the renovation and design can be very subjective.
