Hi, yes it is possible. My contractor has done it before when I brought him along with my buyer for a 2nd opinion as my buyer would like to have some changes of the unit and it includes some hacking of walls for convertion. But all these has to be approved by relevant authority which your designer or contractor will settled it on your behalf. You may also let me know which condo are you referring to alright? Need to know what type pf housing is that, but in general yes you can apply to cover up a WC and you will have to pay less in the SP Services charges. I have done that previously when I stayed in a HDB EM with 3 WC. Give me a call at 96855070  if you need more query.
