I am not sure why do you have this understanding?

If you're referring to brand new EC direct from the Developer, MSR (30%) is taken into loan assessment. If you're referring to resale EC that the first owners had met their MOP, TDSR (55%) is used. This is the same TDSR used for private residential purchases. LTV is the same for both, at 75%.

May I know if you're looking to purchase for your own stay? Or is it for investment purpose?

It is too early too say on the impact of the cooling measure at this point of time. However assuming the price growth of private property market will be slower or even negative, a brand new EC or even a resale EC will be a safer bet due to lower prices as compared to fully privatized one. An EC will eventually be fully privatized and there is much more room for price appreciation instead of a resale private property. I am specialised in both HDB and private property.
