Hi I am now an essential occupier of a 4 room HDB flat with MOP ending in 2028 but hope to buy a new launch with 5 bedrooms given my current family condition (2 kids and parents and a helper) - I will honour the MOP but hope to move in to the new flat with minimal delay as soon as MOP ends. Since new launch takes 3-4 years to build, now might be the best time to buy but have been told by my agent that I can’t purchase a new launch whilst still in MOP even if I undertake to stay in my current until the MOP ends. The new flat purchase will be in my sole name with a budget of $3m. Any advice would be appreciated. Thanks.

Yes, your agent is right. As long as you are still within MOP, you cannot enter into any form of purchase even if the development is only going to TOP in a few years. You are only able to enter into any form of interest to purchase a private residential property after you have met your MOP. Read More

Hi there, understood your desire to upgrade straight after the 5 year MOP is up. however HDB rules does dictates that we can only purchase a new unit after MOP. You’re right to check early, but no — you’re not allowed to book a new launch while you’re still serving MOP as an essential occupier. HDB rules treat essential occupiers the same as owners when it comes to owning another property, so you’ll only be eligible to buy a private new launch after your MOP ends in 2028.

Once the MOP is over, you can go ahead to purchase in your sole name with no restriction. If you want to minimise the gap, the usual approach is to shortlist projects now, track launch timelines, and commit as soon as you’re legally allowed.
