Its a very straightforward case you have here, being a SPR and i must congratulate you that you are very blessed to have owned both HDB and a Condo, if you were to sell off your HDB now, you will not be able to enjoy the same benefits anymore due to the latest cooling measures.
You are eligible to lease out the whole HDB flat and just submit the tenants personal documents and info when you secure the deal, hence there is a nominal fee involved pay to HDB, you have crossed the longest tide down period of 10 yrs even using the old rule.
My take is rent out the HDB flat and receive passive income, i does property managements for clients where after i leased out your unit, even you are not in SG, i will update and monitor your property at a monthly fee of 10% of your gross rent. Leaving it empty is not wise as your property condition will deter over time and house must be occupied by people unless its just a couple of months. Of course there are also other concerns like NEA, authorities etc..
