Only Registered Real Estate Salespersons with a paid subscription can put up listing for sale or rent on PropertyGuru portal.

Home owners can put up advertisements through other channels or paid media like newspapers.

I'd like to highlight that it is insufficient to only rely on advertisement alone to look for purchaser or tenant, as there are volumes of other listings on all media portals which can flood out the advertisement you maybe putting up. On top of that, with similar units out in the market to compete against the same buyer or tenant you are looking out for, market and product knowledge will be key in influencing the prospective buyer or tenant in making the right offer.

I am spending an average of $300 per week on online advertisements alone, and this does not guarantee me any closings, therefore instead of paying up front in advertisements, why not engage the services of a professional to do the job for you, since commission is only payable upon a successful transaction.
