Hello, my parents are co-owners of a HDB flat and want to add my name as a co-owner. Can we add my name through the HDB via the change in ownership (not through a sale)? Or it has to be done via will with private lawyer? The flat is fully paid. I do not own any property, is single and above 35 years old. Thank you.

Care to share why are you thinking of going through this arrangement? So I will be in a better position to advise further.

Usually additional of owner is probably due to parents not able to finance the housing mortgage therefore child helps to finance but you mentioned the flat is fully paid.
