For full paid commercial property, can one owner gift his title to the other and incur the gift stamp duty of 0.2% rather than the multi-tier stamp duty of 1,2,3% etc.

If there is no consideration involved and is purely as a gift, yes, however, do also take note that for such property transaction, there will be additional legislations to take note of before you are able to sell the property if it was received as a gift. Read More
