Dear Sir/Madam, I would like to transfer ownership of a hdb flat to my daughter as a gift with no cash consideration, could I understand if she has to pay BSD for the house? And how would the house value be determined? Could I self-declare the house value to be of the price I purchased it 40+ years ago? Thank you in advance

Hi Jaylene,

First of all, you will have to check if your Daughter is eligible to own the HDB flat under one of the Eligibility Schemes.

If she's eligible to own the flat, she will be able to "accept your gift". However, do take note that even it is a "No Cash Consideration" deal, she will have to refund back to you all the CPF monies that you had utilized for the flat, plus accrued interest.

Hi,

2) The fact is most of the transfer we are talking about is not a real transfer, but a buy & sale process. You may read below for more understanding on a transfer:

3) A gift is an item that paid for solely by cash. Thus if your HDB is fully paid by cash, you can transfer it over as a gift. She will not need to pay BSD as there is no buy & sales involved.
4) I assume part of your HDB is paid by CPF, she will have to pay back your CPF used + accrued interest. When there is money (consideration), meaning this is a buy-sales process.
5) You may sell below valuation (market rate), but you cannot apply for a CPF interest waiver in this case.
6) HDB may not approve this transaction if suspects there is foul play. You will have to explain clearly why you are doing it.
7) BSD will charge according to the market rate and not the selling price in this case.
8) She may utilize her CPF for stamp duty if there are sufficient funds.
9) You will only need HDB assistance in this "transfer". Pls use the link provided in (1) to process your "transfer".
