Dear experts,
My wife and I are both SPR (since 2008) but our daughter is under Long term visit pass
According to HDB, I need to form a Family nucleus with both wife and daughter to be eligible for resale flat. However, I'm not clear if my daughter is considered "essential occupier" or just normal occupier.

//An essential occupier is a family member who is required to be listed in the Application Form in order to form a family nucleus and qualify under an eligibility scheme to purchase a flat. A proper family nucleus is defined as follows:

If she is considered "Essential occupier", how should I understand the below?
//All buyers, their spouses and essential occupiers have to wait out for at least three years from the date of obtaining Singapore permanent resident (SPR)//
