Recently, I have a new tenant as my neighbors. Usually, I don't bother who are they till they are affecting my sleep as they are too noisy at night. I have tried to say a hi to them and asked them to lower their voice. But they asked me to inform their host (airbnb I think) about it.

I Am a tenant myself but have been there since 1-2 years.
1) if I inform the condo management, will I cause trouble to my other neighbors? As in the management will be more alert and spot check other units in the condo?
2) if I report to URA instead. Will my condo become blacklisted condo by URA?

Feedback to your landlord. If he continues and don't care, you're better off moving out. Since you are not given quiet enjoyment as your tenancy contract should provide for, landlord has breached the contract and you shoud be able to negotiate an early release without penalty.
