New HDB resale rules states that HDB can only conduct valuation after the OTP. What if the buyer advertised the flat for less than the valuation? Does that mean I will have to top up the difference? For example buyer A advertised the flat at 300k after I agreed to purchase the flat with the advertised flat, the valuation came out to be 310k does that mean I had to top-up 10k? But the seller was WILLING to sell below valuation..

1) Valuation is a guide for HDB or bank to loan you up to 90 or 80%. If the valuation, comes out lower than your purchase price, you will have to topup in cash.
