Are you referring to brand new EC launch direct from developer or resale ECs?

There is no restriction on resale ECs as long as your are SC or SPR, however, you are only eligible to look into brand new EC after a period of 30 months as you are aware of. You can try appealing definitely, however, it is still subjected to approval on a case to case basis, where your first question in terms of household income will also be considered.

Why not consider ECs that have just MOPed? They are also quite new and affordable.

Good morning,

Based on your enquiry, you are looking at getting new EC from HDB. If this is the case, you will have to wait for 30 months before you are eligible for the application. Along with the building time, the wait might take around 4 to 5 years. Therefore, if the income ceiling is your concern, your spouse might need to stay unemployed for quite awhile.
Alternatively, you can opt for resale EC.
