May I clarify that:
A) for this existing flat, your sister will be staying with her spouse for their future matrimonial home?
B) Or also has she decided to actually apply another flat with her spouse?
If its scenario A, my understanding is that you will have to apply to HDB (call up HDB officer) to withdraw your name stating your purpose of withdrawal. The CPF you (the outgoing owner) have utilized for this flat will have to be returned to your CPF OA account. And the future owners (your sister & spouse) must be able to sufficiently finance and manage the balance mortgage loan of the flat. HDB officers will be better positioned to advise you as they have the final approval.
If scenario B, it is quite straightforward. You have to sell the flat as no 2 households can hold 2 HDBs at the same time.
