Hi, I own a 5 room flat which is passed down from my late parents. I have not applied for any housing grants before. I'm currently single , over 40 years old of age and now jobless. I would like to sell the existing 5 room flat and get a 2 room flexi HDB flats. Am I considered a First timer applicant or Second timer applicant and eligible for any HDB housing grants? The HDB website further says "All applicants and occupiers listed in the flat application do not own other properties overseas or locally, and have not disposed of any within the last 30 months" So does that mean after selling the existing 5 room flat, I have to wait for 30 months before I can apply for the 2 room flexi flat? Also if I have enough money in my CPF account for the 2 room flexi flat, can I keep the entire cash proceeds from the sales of the 5 room flat?

Hi,

Yes from hdb eligibility conditiions, you need to fulfil the MOP of 5 years first, sell away the 5-room and wait out 30 months before you are eligible to apply for the 2room flexi 99 years lease. You could be considered as a first timer status but to confirm the 1st / 2nd timer status , it is better to do so with the hdb officer when you apply. Yes you can use your CPF OA for the property purchase.

Dear Sir/Mdm,

I have assisted a client who is in the same situation with you. I checked for him and the HDB gave us was that he is considered as a 2nd timer already. As a 2nd timer, you will not be eligible for the CPF housing grant already.

If you have sufficient CPF to purchase the 2 room flat, you will be able to keep all the sales proceeds from the sale. Alternatively, you can get a 3 room flat and rent out the additional bedroom for income.

Assessing for the information you gave, you will be considered a first timer. However for BTO/sales of balance, the only grant you are eligible is the EHG grant(singles) where the requirement is that you must be in continuous employment for the past 12 months preceding the application.
