There are no quick & fast rule on who should do what other than those essential items and clause in Tenancy agreement.
I suggest you may give landlord a call and discuss over your concerns. He may or may not be willing to incur additional cost, but there is always room for discussion. May be both parties can share the cost since you will be the one who enjoy after the installation.
As you have to understand the rent did not include
this cost in the beginning, or you might already gaining from a lower rent.
