Good morning buyer,
you will not be eligible for ABSD remission in your scenario.
Let me explain it further.
Stamp duties will be payable based on your residency status when you exercise sales and purchase agreement (developer unit) or option to purchase (resale unit).
If you are a SPR when you exercise either legal document, you will have to pay ABSD and wont be eligible for ABSD remission if you become a SC in future.
