The Harmony Village @ Bukit Batok BTO project was originally part of the May 2020 BTO launch. However, due to the COVID-19 outbreak, it was postponed and eventually launched in the February 2021 BTO launch.
There is quite a bit of buzz around this project because this batch of Bukit Batok BTO flats will feature our first ever HDB Assisted Living Flats, or community care apartments. There were 162 units launched, catered to seniors who need help with daily living and a space that allows them to mingle with other senior residents.
From the flats’ proximity to the upcoming Jurong Region Line (JRL) to an on-site community manager curating special programmes, here’s what you can expect from these BTO flats.

But first, are you eligible for these senior-friendly BTO flats?

These HDB Assisted Living Flats or community care apartments are only offered to eligible seniors. You must be aged 65 and above, and can only buy the flat on short leases between 15 and 35 years (in 5-year increments). The lease chosen must cover you (and your spouse, if any) until at least 95 years old

1. The BTO flats will be in the form of assisted living flats, aimed to let seniors age-in-place

These assisted living flats will be the first of their kind in Singapore, giving seniors an option for independent living with care services tied to it. Each flat will be about 32sqm (344sqft), accompanied with features such as larger bathrooms and senior-friendly fittings. There will also be features catering to seniors with mobility needs.

2. Big communal spaces on every floor and an on-site community manager

Apart from a void deck, residents can expect large communal spaces on every floor, making it easier for neighbours to get together and socialise. In addition, each flat will come with a service package comprising an on-site community manager and 24/7 emergency response.
The community manager will help monitor the health of seniors, linking them with care services that match their needs. He or she will also manage programmes to help cultivate neighbourliness in the community.
Other potential services such as after-hours care catering to frail seniors are being explored for these flats. Further potential services include helping seniors with daily activities like bathing, feeding, or bringing them to medical facilities for check-ups. For example, Bukit Batok Polyclinic is not too far away from these flats.

3. Jurong Region Line and PIE

The new BTO flats will be about a 10-minute walk from the upcoming Tengah Park MRT, and less than 5 minutes away by car. Expected to be operational in 2027, this MRT station will sit on the Jurong Region Line (JRL).
With this nearby MRT line consisting of 24 stations, residents will be connected via train to areas like Choa Chu Kang, Jurong East, Tengah, and Boon Lay. Notably, family members of seniors living in the BTO flats will enjoy convenient train access especially if they also live in the west.
For those who drive, the flats will be just minutes away from the PIE.

Since these are the first of HDB’s assisted living flats, we can only compare them to other 2-room flexi units, which are the closest in size and price. As you can see, these flats are half the price of ‘regular’ 2-room flexi flats, making them quite value-for-money if you’re eligible.
You do have to opt in for a mandatory Basic Service Package, which is a round-the-clock emergency response service. This is chargeable and an additional $22,000 to $59,000 depending on your flat’s lease. Although this bumps up the overall cost of the flat, it’s still cheaper than getting a 2-room flexi.
Size-wise, they’re only slightly smaller. These senior-friendly flats have an internal floor are of about 32 sqm as compared to 36 sqm or 45 sqm, which are the two 2-room flexi sizes. Additionally, these special flats come with elderly-friendly fittings like grab bars and such, and are mostly move-in ready.

Conclusion: Are the Harmony Village @ Bukit Batok BTO flats worth balloting for?

The Bukit Batok BTO flats appear to be a good option for seniors aged above 65 to live independently—they’ll have access to services that help them go about their daily life, while ageing gracefully together with a community.
Key amenities nearby include West Mall, Bukit Batok Polyclinic, Bukit Batok Community Club, and Bukit Batok Park Connector. There are also a couple of schools nearby. This includes Dazhong Primary, Dunearn Secondary, Dulwich College, and Millennia Institute.
All in all, with the government’s plans to pilot this housing concept for private housing, assisted living homes are poised to be a fresh alternative to common senior living options like nursing homes.
