In September 2019, HDB launched 3,373 BTO flats in Punggol and Tampines to the public. As part of this launch, HDB also announced the locations for the planned BTO launch in Feb 2020: Toa Payoh and Sembawang, which will have 3,095 flats in total.
In tandem with the launch, HDB announced a new HDB housing grant. Known as the Enhanced CPF Housing Grant (EHG), this new grant will replace the current Additional and Special Housing Grant, making public housing more affordable. There will also be higher income ceilings for buyers of BTO flats.
Here’s what we know about the Toa Payoh and Sembawang BTOs that will be launched in February 2020.

Toa Payoh BTO location
The February 2020 BTO launch in Toa Payoh will be in two areas. One will be located along Toa Payoh Rise, while the other will be along Kim Keat Avenue.
What are the types of flats offered for the Toa Payoh BTOs?
There will be 1,620 BTO flats in Toa Payoh. Of this, 920 units will be along Toa Payoh Rise. The flat types will comprise 2-room flexis, 3-room flats, and 4-room flats.
The other BTOs along Kim Keat Ave will have 700 units, with only 2-room flexis and 4-room flats offered.
Amenities and accessibility for the Toa Payoh BTOs

The Toa Payoh BTOs along Kim Keat Avenue will be located right next to a Giant Supermarket, with Toa Payoh Community Centre right across. Next to the community centre, there is a polyclinic as well as a food centre.
SAFRA Toa Payoh, Toa Payoh Stadium, Toa Payoh Sports Hall, and Toa Payoh swimming complex are nearby, providing residents with various sports and recreation options. HDB Hub and Toa Payoh Public Library are also within the vicinity.
A few MRT stations are also closeby, including Toa Payoh MRT station, Braddell MRT station, and Potong Pasir MRT station.
For residents who drive, the CTE and PIE will be almost at their doorsteps.
Toa Payoh BTOs along Toa Payoh Rise
The BTO along Toa Payoh Rise will be located close to a food centre – Toa Payoh West Market and Food Centre. It’s also a 10-minute walk to Toa Payoh Supermarket, making it convenient for residents to buy groceries.
Similar to the Toa Payoh BTOs along Kim Keat Avenue, HDB Hub and Toa Payoh Public Library will be close by.
Notably, there are a number of reputable schools in the area. These include St Joseph’s Institution International, CHIJ Primary and Secondary School, and Raffles Girls Secondary School (under construction).
In addition, it’s only a six-minute walk to get from the BTOs to Caldecott MRT, and seven minutes to get to Braddell MRT by foot. Residents will also be close to the PIE and CTE.
How much will the Toa Payoh BTOs cost?
HDB hasn’t provided information on the cost of these BTOs. However, we can look at the latest prices for BTOs launched in Toa Payoh to get a sense of what actual launch prices will be.

The Sembawang BTOs will comprise 1,420 units. These will consist of 2-room flexis, 3-room, 4-room, 5-room, and 3Gen flats.
Accessibility and Amenities for the Sembawang BTOs
The Sembawang BTOs will be located right across the upcoming Canberra MRT station (opening end-2019), providing residents with immediate access to the North South Line.
In addition, the upcoming Canberra Plaza (opening end-2019) will be located just across the road from the BTOs. Here, you’ll be able to find facilities such as a supermarket, food courts, restaurants, clinics, and even a water playground for kids.
For retail and even more food options, Sembawang Shopping Centre will just be a 15-minute walk away. Sun Plaza is also in the vicinity, right next to Sembawang MRT.
Notably, the upcoming Bukit Canberra will also be close by. Set to open in the first half of 2020, the 12-hectare sports and community hub will feature sports facilities, a hawker centre, polyclinic, community farming spaces, and lifestyle amenities.

Our take on the February 2020 BTOs
If you work along the Circle Line, the February 2020 BTOs might be suitable for you, since both BTOs provide their residents with close access to the Circle Line.
The Toa Payoh BTOs are likely going to be pricier, given that they are located in a mature estate, with plenty of amenities nearby.
In comparison, the Sembawang BTOs will have a slightly smaller range of amenities, although there will be close MRT access and exciting upcoming developments like Canberra Plaza and Bukit Canberra.
Both the Toa Payoh and Sembawang BTOs are likely to be popular, given their great transport accessibility and amenities.
