The value of a property is the price agreed upon between a willing seller and a willing buyer. In the case of private property, the buyer has to pay cash for the amount above the valuation of the property. Why is there Cash-over-valuation for HDB resale?

Afternoon Mr. Tan,

For all properties sales, valuation is required for the bank to determine on the loan amount to be dispersed to home buyers. Like you said, S&P takes place between willing buyers and sellers. With valuation being a gauge for loan, it does not mean that sellers must sell at valuation, be it HDB or private. Currently, you are in the buyer's shoe hence you prefer buying at low price. Would you have the same mentality when you are the seller?
