I believe you are referring to conclude the purchase by Sept 2016 which will be 6 months earlier than your ROM date.
Yes you are absolutely right that if you are purchasing a resale HDB under fiance/ fiancee scheme, you only have to submit your marriage certificate by completion date (2nd appointment).
I am not sure what's your intention of concluding the purchase way before your ROM date. Probably you want to renovate the unit and have everything done up before ROM.
I do have some friends or clients who submitted their wedding banquet receipt before but not sure does it work anymore.
But neverthless if we stick to the current regulations, let say you conclude the sale by June 2017. With the legal completion period up to 3 to 4 months, you might want to consider starting house hunt in Jan to Feb 2017.
