My brother and me (both SPR) bought a resale HDB in 2000. Think we could afford to finish payment (if we want to) of this unit with our combined CPF.
My brother is converting to Singapore citizen now. What are the options if we are looking to buy another property?
a) My brother on his own (citizen)
b) I buy on my own (SPR)
c) we buy together
Either a HDB or condo...

Given the scenario you listed, a) Economically, it's better for your brother to buy alone to save on the 3% Additional Buyer Stamp Duties (ABSD). Having said that, many new project launches are offering a rebate for ABSD incurred. So it might not be applicable if you buy a newly launched project,

B) Like I mentioned above, ABSD will be incurred for SPR buying a second property.

C) With the exception of single singaporeans above age 35 who are allowed to own a HDB by himself, a family nucleaus has o be formed before they are allowed to purchase a hdb. What it means here is, even if your brother successfully converted his citizenship, he can own only one hdb at any one time and you, as a SPR, can't own a HDB by yourself.

If both of you buy a condo together, the 3% ABSD will be applicable because he is buying with a SPR. It's better for him to buy on his own if you take ABSD into consideration.

I suppose your intention is to buy a second property for investment purposes. By paying off your existing HDB loan, you will be able to borrow 80% loan-to-valuation (LTV) when you buy a second property, compared to 60% LTV under current regulations.

A wise option would be:

Keep the HDB, and once your brother becomes a citizen, buy a condo under his name. This way, the Stamp Duty is only 3% for him. And if the HDB is fully paid, bank will loan him 80% of the property price.
