1) Questions are:
(a) Was one of the past purchases applied and receive a grant?
(b) Was one of the past purchases is a BTO?
(c) Were both of the past purchases used HDB loan?
2) If answers are positive for (a) & (b), you will not be able to apply BTO. Since your spouse has to be listed as owner or essential occupier.
3) If the answer is negative for (a) or (b), you will still have a chance to apply for BTO.
4) If (c) is only 1x HDB loan, you can still apply for an HDB loan. Since her past transactions were both negative, HDB will not chase after the 50% cash proceed for 2nd loan application.
5) If (c) is 2x HDB loan, you may still appeal to HDB, although the interest rate is higher than usual of 2.5%. But it solved your immediate issue.
6) If applying for a bank loan, you will have to fork out 5% cash, and the maximum loan-to-value is only 75%. The current bank interest rate is roughly 1.3x%.
7) You can get the half-housing grant if (a) is positive; $25k (2~4-rm) or $20k (5-rm or bigger).
8) You may also be entitled to EHG if your salary is below $4.5k.
9) Note that in order to be eligible for the grant, you have to be continuously employed for the last 12 months.
10) You also entitled to a single PNG, which is $10k (buy within 4 km radius) instead of a family proximity grant of $25k if (a) is positive.
