No, you need to have a valid HFE in order to start the purchase process, therefore you are only eligible to apply for HFE once you have fulfilled the full 3 years of SPR. Which means the earliest you are able to enter into Option To Purchase will be after your HFE is approved. You may start to do some shopping though without committing to any units, but do follow the agent's timing since you may not be eligible to purchase now, therefore wherever possible, only arrange for the viewing when the agent has other appointments fixed for the listing instead of having the agent make a special trip for the viewing for you only.

Hi，

1) It was possible in the past to start the viewing process 3 months before reaching the valid date.
2) It was because registering the intent to buy will be approved almost immediately.
3) After the new system was implemented on 5th May 2023, the HFE took about an average of 5~8 weeks to approve which was slower than expected.
4) Now the selling agents do not want to waste their time to entertain those buyers without a valid HFE.
5) Therefore it is advisable to only start your viewing journey after you receive the approved HFE.
6) In the meanwhile, you may start your research to understand and narrow down the preferred location. So that you only need to monitor the flats in the specified areas rather than running around the island to find your home.

It's too early to start now. You can only apply for your HFE after you have met the 3 years SPR, and HFE application can take up to 1 month or more. You can start you search while waiting for your HFE to be approved.
