Hi, My husband and I are looking at EC that haven't MOP or just MOP, reason being it's more affordable for us. Are the payment mode similar for both situation such as 5% cash deposit and balance either cpf or bank loan?
For the bank loan is it MSR or TDSR?
For those EC that not met MOP and the owner is selling, can we use first timer grant and lead to hdb subsidise house that will incur resale levy?
For EC that just MOP, we cant use our first timer grant so won't incur resale levy if we sell?

we can discuss and even those without mop also need to pay 5% cash then come the CPF.

Hi,

Yes resale EC that has met the MOP of 5 years is similar in the sense that only 5% cash is required as a minimum, if its your 1st residential property purchase and you have no other home loan. For resale EC of 5 years, only TDSR applies.

Good evening Mdm,

Let me breakdown into bits and pieces for your better understanding.

Loan: MSR/ TDSR/ downpayment: cash/ cpf
Be it new or resale EC or private, their payment will be as such if you guys can obtain max 75% loan (based on 60% (TDSR) of your gross income).

- max 75% loan
- 5% cash downpayment
- 20% cpf/ cash downpayment.

As it's a resale EC, it will be TDSR. MSR is applicable for new EC. My own experience is that some banks still offer MSR even though its resale ec within MOP but not to worry, I am able to resolve it.

CPF housing grant/ resale levy

If both of you are first timer and purchasing resale EC within MOP, you will be able to apply for housing grant (subject to HDB approval).

As for resale levy, it will be applicable if you purchase a subsidised flat and you buy another subsidised unit. for instance buy resale ec with housing grant within MOP then you apply for EC/ BTO 30 months after you dispose off the EC first.

Or you will still be eligible for first timer housing grant if you buy resale ec after mop but have to sell it off first and buy resale HDB.

Seller's stamp duty will be applicable if you sell within 3 years from date of purchase tho fyi.

I have a 3 bedroom EC unit which is within MOP and therefore you can still apply for CPF housing grant if you are buying as a first timer. There is also no resale levy that is payable.

Have u considered getting a brand new EC instead as you can get the CPF grant ( assuming your income doesn't exceed the income ceiling for grant) and also the pricing is definitely more attractive than resale EC / EC under MOP as they will be based on the market rate.. Hi Mdm,

First of all congrats on your decision!

First of all I realised you mentioned CPF or Bank loan. Basically when we purchase any private properties in Singapore, the only loan we can take is a bank loan. And you can use your CPF to service the bank loan's monthly instalments. So hope that clears some doubt for you.

For bank loan, they can loan up to a max of 75% of the purchase price or valuation whichever is lower. Out of the remaining 25%, 5% needs to be in cash and 20% can be in either cash or CPF. Of course we will also need to factor in stuff like your legal fees and also stamp duty. As for whether are we looking at MSR or TDSR, that will depend on the state of the EC. If the EC has already completed its MOP, then the buyers for the EC will be using TDSR to determine the loan amount. If the EC is still within 5 years MOP, then the buyer will be like buying a brand new EC and will need to adhere to the rules and regulations of buying a brand new EC.

And you are also right that buying an EC that has reached its MOP, the buyers will not be able to use any grants and will not incur any resale levy in the future as well. Right from the start, you mentioned about affordability, which I also feel is one of the most important factors. I always tell my buyers, the best house that you can stay in, is not the house with the best views or the most awesome renovations. The best house that we can stay in, is a house that we have no stress staying in and everyday we can come home being a happy family.

What I will recommend is that maybe we can meet up for a chat together with my partner who is also my wife. We can help you to do a financial calculation so that you will be very informed of how your finances will be like. We will go down to even calculating your monthly instalments and also how much reserve funds you may have after buying your property. With such information at hand, you will know what are the properties you can be offering for. No worries about the meetup as there are no obligations at all. We have met up with many people through this portal and many have became great friends of ours. So we can really take it as a chat and knowing new friends.

Yes payment terms will be the same which is 5% Cash and 20% CPF. Another 75% can be financed through loan. For bank loan, most banks consider TDSR. However what is most important is for you to get an AIP to determine the loan quantum bank is willing to give. TDSR is just one of the indicator bank use to determine your loan quantum amount. For EC that has not MOP, you can only buy those from developer and not from owner since they are not allowed to sell the EC within the MOP period. You are eligible for up to $30000 grant for new ECs. As for resale levy, do note that it is only applicable if you buy a second subsidised HDB flat. Resale levy does not apply if you buy a resale flat in the future. However the current regulation is that you are not allowed to purchase a HDB BTO within 30 months of disposing an EC. This means the only time resale levy would be applicable is if you sell your EC in the future and waited 30 months before you apply for a BTO. You are right in a sense that just MOP BTO does not attract a resale levy but the 30 months cooling off period still applies before you are eligible to buy a BTO. Dear Buyer,

For an EC that has not reached MOP, you can get the grant but will face resale levy in the future. If you get an EC that has MOP, you won't be eligible for the grant and won't have resale levy in the future.

My opinion is that if you want to use the grant, it is better to go for a brand new EC so that you enjoy better pricing as well as progressive payment scheme to maximise the benefits of the grant. However if you are ok with not taking the grant, please do go for an EC that has reached MOP.

I have a 4 bedroom EC for Sale which just MOP. It is a 4 bedroom dual key EC in Watercolours.If you don't need 4 bedrooms, you can rent out the studio apartment for a rent of $1500-$1800 for monthly rental income. This makes a very attractive investment. My owner is also selling below valuation.

Hi,

ECs that has not met the MOP is subjected to the same requirements as new ECs purchased directly from the Developer. This means that loan will be based on both MSR and TDSR. You will also need to fulfill the eligibility conditions to purchase the EC, i.e income ceiling, 1st or 2nd timer etc. Do take note that resale levy is payable if you had previously owned a subsidised housing. ABSD is not payable, as you would be required to sell off your existing property latest within 6 months of the EC purchase.

For resale ECs that the previous owners had met the 5-year MOP, it will be treated like a normal resale private condo. Only TDSR is used as basis for loan. There is also no income ceiling, and no resale levy payable. However, ABSD is payable if you currently own another residential property.
