I agree with Ben. It would totally depend on your financial liquidity. If you have the money to purchase without depending on your CPF refund and sales proceed, it doesn't matter whether you purchase first or later. On the other hand, if you require the money for the purchase, you can sell first and purchase slightly later. But both transaction can be done concurrently.
If you have the means to finance your purchase first, you need not complete the sale first. If you are talking about HDB and is currently on HDB loan and your next purchase is also using HDB loan, perhaps you may wish to explore the option of Enhanced Contra Facility.
