I intend to downgrade from my EC to HDB.
Is the cooling measure control still in place ?
I was told that only 4 RM can be bought without any 15 month waiting.
If it is still in place, is there any news of measure being relaxed in near future ?
Also, can i qualify to buy resale DBSS unit ?

Care to share how young are you?

If your family nucleus (to buy resale HDB) is 55 years old and above, you can buy a HDB or DBSS up to 4RM flat without observing 15 months waiting period.

If not you will have to sell off your EC first and wait out the 15 months.

Care to share your intention/ thoughts on downgrading so I will be in a better position to advise or assist you further.

Hi Siva,

If you are 55 years and above, you need not wait out 15 months after selling private property and can purchase resale HDB 4-room size and below immediately. If below 55 years old, need to wait out 15 months. Resale DBSS is considered resale HDB as well. There has been no news yet on adjustment of this policy.

Hi Sir,

The 15 months waiting period is still in place. However if and wife are both above the age of 55 years old, you will be eligible to buy 4 room and smaller units without the need for the 15 months wait out period. For resale DBSS, they are subjected to the same ruling as per normal HDB.

You will need to be 55 years old and above in order to purchase a resale HDB directly after selling your EC and will only be eligible to purchase 4 room flat or smaller unit. Otherwise 15 months window period still applies. If you are looking to purchase a BTO or SBF, the wait out period will be 30 months and you will still need to fulfill the eligibility criteria.

Hi Siva,

1) You are right that you can buy a 4-rm flat without observing the 15-month wait-out period if both of you are 55 years old and above.
2) Resale DBSS is also a type of HDB flat thus the same rules are applicable.
3) Up till this week, the HFE system still has not been updated to allow you to apply directly when you still own a private residential property.
4) You should write to the HDB explaining your situation and intention. They will assist you in applying for the HFE.

5) The approved HFE is valid for 9 months. I would suggest you to apply for it first.
6) You are not obligated to buy even after receiving the HFE.
7) The only trouble is you have to apply for the HFE again once it expires.
8) The resale transactions has reduced slightly from 31k (2021) & 27.9k (2022) to 26.7k (2023).
9) The resale price index (RPI) has also declined slightly from 3.075% (2021) & 2.525% (2022) to 1.225% (2023).
10) Although it seems like the RPI looks healthy from the figures above. If you know the RPI figures before 2021 then you understand why the cooling measure is still in place:
(a) 2020 = 1.225%
(b) 2019 = 0.025%
(c) 2018 = -0.25%
(d) 2017 = -0.325
11) My take is they would tweet the cooling measure soon rather than removing it entirely, as the RPI in 2023 is already on par with 2021.
12) It is unlikely that the govt will wait till the RPI falls under 0, this is also not healthy for the HDB resale market.
