House rules/by-laws for condo

My company has recently bought a condo and we planned to house our workers in the condo . We have a total of 5 workers ( 4 work permit & 1 s-pass ) and have checked with MOM website that work permit holders can reside in condo.
We were registering our workers with the condo management and were suddenly told by them that the condo have "house rules" which do not allow work pass holders to be tenants in the condo. The condo manager told me that this was in place as the MC were scared that these "work permit" holders may bring down the value of the condo and afraid if they allow these workers to be tenants here , the condo may become like a "Dormitory"

To me , this is just pure discrimination....if company willing to pay more to house their workers in condominiums(which is not illegal btw) , can the MC really come up with such house rules to prevent this?

The reason why we want our workers to reside in condominium because the covid-19 situation has really taught us to value our workers more. They were quarantined 2-3 times even though they were tested negative and we were without workers for 2 weeks for 2-3 times just because of this. We believe we can better take care of them ourselves than putting them in the dormitory.

Will there by anyway we can challenge this if they really have valid house-rules for this ?
