1) You are eligible under Single Citizen Scheme for BTO/SBF or resale HDB flat since you already passed 35 years old.
2) Sales-of-Balance-flat (SBF) and Build-To-Order (BTO) are under the same subsidize which means you are subject to resale levy should you apply for BTO after 5 yrs MOP.
3) I couldn't understand "LUP in 1978". LUP usually is referring to the Lift Upgrading Programme. But the 1st LUP was in the '90s thus feel confused.
4) If you are referring to flat that TOP in 1978, which means the remaining lease is 56 years; 56+36 = 92 (must be =>95).
5) That means that this flat didn't meet the minimum requirement from the CPF board stated. You are not allowed to fully utilized your CPF fund to service the mortgage.

7) Under the new CPF policy if you can accumulate enough CPF funds to match the BRS (Basic retirement Sum), you can still withdraw the balance for the rest of the mortgage. Otherwise, you will have to use cash to continue serving your remaining monthly mortgage.
