The HDB resale price index (RPI) flash estimates predict a rise of 0.9% from 171.9 points in Q4 2022 to 173.4 points in Q1 2023, the smallest price increase in the last 10 quarters. While the demand for HDB resale flats remains strong, price growth is moderating. In part, this could be due to more BTO launches and alleviated COVID-19 construction delays.
If you’re intending to move into a new home next year, you’re probably looking for a resale flat. And if you’re someone who prefers a flat with a long remaining lease, you’re likely eyeing a freshly MOP-ed resale flat.

What is MOP in HDB?
Five years after collecting the keys to your HDB flat, your property would have completed its mandatory Minimum Occupation Period or ‘MOP’. From then on, you are eligible to put your flat on the resale market.
Typically, those who ‘flip’ their freshly MOP-ed HDB flat on the open market can fetch a sum considerably higher than what they bought their homes for. And those who bought BTO flats in prime areas benefitted even more greatly due to the “lottery effect”.
However, the Prime Location Public Housing (PLH) model has since been introduced, whereby BTO flats in prime locations launched under the PLH model have a 10-year MOP. For now, the Singapore government will only consider the Central area, Kallang/Whampoa, Queenstown, and Bukit Merah to be prime locations for HDB BTO projects.
BTO Projects Expected to MOP in 2023
Ok, back to the main focus of the article. The following is a list of BTO projects that were announced to have reached TOP in 2018, making them likely to reach MOP in 2023.
Depending on the actual TOP date, there may be slight differences in the exact month and date of each HDB project’s actual MOP. We have also included the nearest MRT station to the various BTO projects.

West Terra @ Bukit Batok comprises 1,793 units of 2-, 3-,4- and 5-room flats. Those with a love for plants and nature will appreciate how the HDB project is situated along Bukit Batok West Avenue 6, next to Bukit Batok Hillside Park. Depending on which direction their property faces, some residents enjoy expansive views of the park.
The nearest MRT station is Bukit Batok, which is just 700m away. The site is close to Dulwich College (Singapore), Princess Elizabeth Primary School, Bukit Batok Secondary School and Bukit View Primary and Secondary School.

Located along Woodlands Street 13, Marsiling Greenview sits in a convenient location between Marsiling and Woodlands MRT stations, giving residents access to the Thomson-East Coast Line (TEL) and the North-South Line (NSL). The BTO site is surrounded by schools, supermarkets, malls as well as food centres. Marsiling Greenview was launched in May 2014 and was completed in the third quarter of 2018.
Marsiling Greenview has 1,304 units of 2-, 3-, 4-, 5-room and 3Gen flats. There is a park next to the development where residents can exercise and take walks in. With larger flat types available, this BTO project is worth considering for bigger families.
Convenience is not an issue for residents as Marsiling Greenview comes with its own supermarket, food centres and shops. If that is not enough, there’s also Marsiling Mall and Causeway Point within walking distance.

If you are looking to stay in a quiet area away from the bustling streets, Sun Breeze might be the one for you. Sun Breeze sits along Sembawang Crescent, a five-minute drive from Sembawang Hot Spring Park.
Seafood lovers would be pleased to know that Sun Breeze is conveniently next to Buey Tahan See-Food food centre with Prime Supermarket next to it.
The development consists of 700 units of 2-, 3-, and 4-room flats. Residents are spoilt for choice as there’s also Sembawang Shopping Centre which has a plethora of amenities and restaurants, within walking distance.

If you are working in the Central area, you can consider Toa Payoh Apex. Toa Payoh Apex is near Toa Payoh MRT station, which is two stops away from Newton MRT interchange station and five stops away from Dhoby Ghaut MRT interchange station.
Toa Payoh Apex is bounded by Lorong 6 Toa Payoh and Toa Payoh East, consisting of 557 units of 3- and 4-room flats.
Residents are close to various food centres and shops. There’s also a Giant supermarket which is a five-minute walk away. SAFRA Toa Payoh, Toa Payoh ActiveSG Sports Hall and Toa Payoh Swimming Complex are also within walking distance.

Financing Your HDB Flat Purchase
Once you’ve decided on which freshly MOP-ed HDB resale flat to buy, financing your HDB flat purchase is the next step. You can choose between an HDB loan or a bank loan.
The process of applying for an HDB-granted loan is relatively straightforward. There is only one loan to choose from and the interest rate is pegged at 0.10% above the current CPF OA interest rate; the current interest rate is 2.6% and has not changed since 1999.
But bank loans are a little more complicated. You have to cross-compare and choose a home loan package from various major banks in Singapore. There are several loan types to choose from – fixed, floating or hybrid mortgage packages – each with different lock-in periods.
