Prime Minister Lee Hsien Loong on Sunday (18 August) confirmed for the first time that the future Greater Southern Waterfront (GSW) will have Housing and Development flats.
In his National Day Rally speech, Mr Lee revealed that about 9,000 public and private housing units will be built on the Keppel Golf Club site as part of the mega waterfront development.
The GSW – which comprises 30km of coastline – was first announced in 2013. It features 2,000ha of land, or double the size of Punggol and six times the size of Marina Bay.
“Think of it as Punggol by the Bay!” said Mr Lee.
He noted that the relocation of the PSA port terminals at Keppel, Tanjong Pagar and Pulau Brani to Tuas and Pasir Panjang by 2027 and 2040, respectively, offered “an opportunity to reshape the GSW into a new place to live, work and play”.
The Keppel Club will be one of the fist developments within the zone, said Mr Lee while showing an artist’s impression of the area with new homes.
Located between two MRT stations, the private golf club is near the Labrador Nature Reserve and is nestled on a 44ha site, whose lease expires in two years.

Meanwhile, the waterfront is set to be a commercial node. In fact, several large companies such as Google, Unilever and Cisco already have offices near Labrador Park.
“We will develop more office space in the GSW… which will bring in more jobs,” explained Mr Lee.
“People can work near where they live, and live near where they work. This will create life and activity during the day and at night.”
He underscored that the area will also have recreational options, with the redevelopment of two old power stations within Pasir Panjang.
Earlier this year, the government called on the public for ideas on how to rejuvenate the stations, with the winning proposals to be showcased by year-end.
The authorities intends to build new attractions on the island, which may include a new NTUC-led resort, after Brani Terminal has moved out. The beach areas at Sentosa are also set to be revitalised while its heritage and nature trails will be expanded.
The GSW will also be connected to surrounding green areas, like from West Coast Park to East Coast Park as well as link the Rail Corridor with Sentosa.
“With a new green heart in the centre, Singapore will be even more of a City in a Garden,” said PM Lee.
