Hi, There is no penalty for downgrading to a resale flat. The "penalty", we called it levy, is only payable if you have previously bought a flat direct from HDB and is now buying another flat directly from HDB again. HI I have encountered such cases of misunderstanding Resale Levy to be a Penalty. Resale levy only applies if you apply directly to HDB for a BTO/DBSS HDB or EC. If you purchase from the resale market you do not need to worry about resale levy. Read More
