Do take note that both your SPR son and daughter in law who is a foreigner are married so they are considered a single entity/ family nucleus that is required to buy a resale HDB together but i am afraid to inform you that they are not eligible to do so unless your son becomes a singaporean to be eligible under non citizen spouse scheme or daughter in law to become a SPR.
Thus your daughter is not eligible to buy a resale HDB with your SPR son. If your son is not married and both of them are at least 35 years old Singaporeans, they can buy under joint single scheme but of course its not possible now with your son being married.
If your daughter turns 35 and she's SC, she can buy a resale HDB by withdrawing her name from BTO (check with HDB branch office) but you need to be financially capable to own the BTO yourself.
