Yes of course you are eligible to purchase a BTO or resale flat with your spouse under non citizen spouse scheme but I am afraid to inform you that you will have to fulfill 5 years minimum occupation period before you can rent out the whole unit. In addition, you have to physically occupy the unit if you are thinking of renting out the rooms.
Under this scheme, only your income will be taken into consideration cause your spouse is a foreigner.
I do understand HDB regulations are restricting your intention. But have you think of investing in private property instead?
No restriction in rental. Both income will be taken into consideration for mortgage application. You will not be subject to additional buyer's stamp even though your spouse is a foreigner as IRAS will treat this property purchase as your matrimonial home (exemption).
