Govt to introduce master developer approach in Kampong Bugis

The government will introduce the master developer approach in Kampong Bugis, a 17.4ha residential precinct bounded by the Kallang River, Crawford Street and Kallang Road.

“This approach can help achieve better integration between buildings and public spaces, connectivity and amenities. When well executed, it can contribute towards building stronger precinct identity and local communities,” said the Urban Redevelopment Authority (URA).

The precinct is expected to yield up to 4,000 new homes and is expected to incorporate design features and urban planning concepts that promote sustainability, community building, as well as active mobility and a car-lite vision.

Under the master developer approach, the URA will “stipulate broad planning parameters for land use and intensity for the entire precinct, instead of individual land parcels”, giving the master developer the flexibility to plan and develop the entire precinct.

To ensure quality outcomes, the government will set up a rigorous evaluation process to assess the developer’s master plan.

The supply of residential units will also be phased in line with market demand.

The URA revealed that it has “started industry consultations to draw up the development parameters and tender requirements for the site”.
