No increase in complaints against strata management bodies

The BCA receives around 30 complaints per year regarding the services rendered by managing agents of MCSTs.

Singapore’s Building and Construction Authority (BCA) typically receives 30 complaints or feedback per year regarding the services rendered by managing agents of Management Corporation Strata Title (MCSTs).

“This number has been consistent over the last five years,” said National Development Minister Lawrence Wong, in response to a parliamentary query on Monday (6 February) from Zainal Sapari, MP for Pasir Ris-Punggol GRC, on whether there has been an increase in such cases over the said period.

On whether there are processes in place to ensure MCSTs are run by qualified managing agents, Wong explained that these bodies have the flexibility to appoint managing agent (MA) firms that best serve their needs.

“To aid them, MCSTs can select from a list of MA firms accredited under the voluntary Accredited Managing Agent (AMA) scheme, jointly administered by two industry associations – the Singapore Institute of Surveyors and Valuers, and the Association of Property and Facility Managers.”

Aside from having staff who have graduated from relevant estate or building management courses, the personnel of MA firms must also have sufficient expertise in property and strata management.

Furthermore, MA staff are encouraged to undergo courses offered by the BCA Academy covering strata management framework along with its relevant rules and regulations, which help raise the overall competency of MAs, noted Wong.

My condo MC funnier. They establish a sub MC with members non owner. I don't think they go thru AGM too.. I m an owner cum resident. The offenders repeatedly violate the by laws n get away. Simply because they are friends of the sub Mc n mc. When complain to MA n MC, you ll b told that nothing can be done! Its so frustrating! Complained to BCA and now wanted to complain to LHL fb pm as Mcst is governed by BCA and BCA is a govtbody and why no authority really bother when we are on singapore land still!!!!!

I don't think this is true, one of the mcst which has a lot of negative feedback is the The Midtown commercial, you can do some research by surveying 1187 upper serangoon rd, the midtown, the MCST attitude is rude, the service is bad and not cooperative enough to with owner, tenant and contractor. If I'm not mistaken is taken care by the Ocean IFM Pte Ltd. the officer especially the manager there that create all this Issue. Some tenant having some doubts would like to discuss with the mcst but yet the management giving us attitude. Such as I am busy can't speak (face to face) and many more I don't think this is a good way to treat the tenant or owner. I am one of the tenant there. Because they are management we have to be patient because we are afraid the management trying to give us trouble by delaying our work therefore we could not find a way to feedback because there's no way we could complaint and no action will be taken.Unable to cancelled the tenancy due to deposit.

Hi George, That also happen to me. How they know whether they are actually qualified MCST staff. Because complaining to BCA was like you back fired, condo owners sometimes have to spend more to feed these kind of stat board people. Minister should really step up and check or better still issue letters to all condo dwellers what BCA can do. So that MCST will not get away with their responsibility. But having said that, ministers had been falling a their deaf ears whenever they mentioned something and we inform them it is not what they mentioned in the parliament. They also wont response. But when election comes they will response but no action taken. George, we will wait and see when they response to us.

This is not true representation of fact. I made complain to BCA , but it insists it only concern serious structural violations, else any other complains are not within the scope of BCA including building and construction defects. I have to hire my own lawyer for any issue pertaining to MA or developer.
