Hi Juliah,
There will always be ow upfropnt cash payments avaiable and these "bargains" do appear once in a while. My suggestion is to go for a good unit that is re-marketable when you need to.
These "re-marketable" units are those on the high floor, windy, no blockings, near MRT/buses, amenties and they may come with a premium. But it worth it.
Like I mentioned, there are bargains, but they are quickluy snapped up.
let's meet to do an analysis, understanding your requirements, budget, cash outlay, and developed a benmark property listing within your budget and requirement.
This is my recommended approach.

Have seen quite number of response from some agent with their listing and they want your response but as I say scout around until you find a unit with your budget. That all I can advice you dto do so.
