PR can buy resale EC, meanings those more than 5 yrs old.
New EC, PR are not eligible.

PR can buy resale EC after 5 years. Such as Rivervale, Park Green etc.
For new EC, you must be a Singaporean. Your family nucleus must comprise at least another Singaporean or SPR.
