My uncle has a hdb that he wants to sell. title is tenant in common. He has 99% ownership and 1% belongs to a deceased friend.

Deceased friend only son is not cooperative. How is my uncle going to sell?

i have approached 3 law firms and none of them want to take the case.

Unfortunately, you will need to get all owners to agree to the sale. Perhaps you can check why is the son not cooperative in the sale? Is it because of money matters?
