Hi,

1) Yes, you may add your mum in as an occupier to be eligible to buy a bigger flat type under the BTO/SBF exercise.
2) Although she is not an owner of the BTO/SBF, she will still have to sell her HDB flat within 6 months after the key collection of the BTO/SBF.
3) This is because she forms an essential occupier in your case.
4) If you have bought a resale flat, then add her in as an occupier. She will still be able to keep her own flat to collect rent. Because in this case, she is just an occupier and not an essential occupier.
